Why is soda sold in liters, but everything else is sold in gallons?

My first thought was because a gallon and a liter are shaped differently and the liter promotes less flattening of the pop...helps to keep the carbonation.
Then, I thought about it...they could change the shape pop bottle...it is not like it "grows" that way.
in hopes that we don't become quite as fat since a two liter is less than a gallon it's really promoting drinking more of the things that are healthy because those are what comes in gallons

That's why I am posting this anonymously.
pop cans are in ounces but bottles are in liters. No wonder this country is so messed up.
